A callback to Sword of Vermilion?

As everyone here knows, Ryo loses his stuff in the scene early on in the second game where he gets accosted by Wong and members of Ren's gang. He gets his stuff back, but not the money.

In 1989, Yu Suzuki produced his first console exclusive title, a first-person view/overhead view hybrid RPG in Sword of Vermilion. The game has 14 towns, and in the 7th one, there's a scene where it is highly recommended that you buy as many Silver Armors and Aerios spells as possible and sell them, because the owner of that town's item shop steals all your money and swords. It pays off big time towards the end, though, because he apologizes and says he used them to create the titular object itself, the best sword in the game.

In Shenmue II, it is highly recommend to buy as many Zippo Lighters as possible, so you can sell them to the Pawn Shop, and earn back as much money as possible.
