Can't find the Magnifying Glass in Niaowu (Nor Breaking Wave either)

I'm trying to get all skills in Niaowu, only Breaking Wave remains, but the only way I can get it is by Exchange, and I'm missing one of the items: Magnifying Glass. Searched every shop and stand and I couldn't find it. I know it's available in Bailu but does it exist any where in Niaowu ?

It's only in Bailu as far as I know. Not all items are available in Niaowu and the magnifying glass is one of them. Unless there's some super secret way to get it it's one you can only pick up in the first area.
