mods is not working

hello everyone i wanted to add some mods in my shenmue 3 steam game but mods is not working even though i installed the forklift mod
the mod i wanted to install goes by action.pak and i place it in paks and extract it there but didnt work ... can someone help me

Have you put it into a folder inside Paks called ~mods?
