What are these? Pre-release builds of the game on GD-ROM discs? I've been wondering for a while...

Those are white label promo discs. Most Dreamcast games have them. They're the copies sent out early to reviewers and such (and iirc they were also used in the demo kiosks).

As Jibby Says, plus most of the time it is final code so no difference with the retail version.
