Yes, majority of the DLC content is already in game data and can be accessed and spawned. Only thing missing is the casino bits at the moment, but you can still teleport yourself there, see NPCs and hear music but no other models.

Did not find anyone mentioning this, in Old Castle you can peek into Chai's room and see a crazy family photo. Also there is travel map with a letter in chinese that could shed some more details I guess.
