According to the original kickstarter goals, the infiltration mission was supposed to be in Baisha Village.
So.. maybe the original vision was to have them sneak into the [final area]? Or maybe it was that scene that you're talking about.

Unfortunately these are UE4 standard CVARs :/.
You might have better luck going through the SDK, here:

So does this most likely not point specifically to an S3 infiltration mission? Or am I misunderstanding?
Exactly. As LemonHaze pointed out, this has nothing to do with Shenmue.
