I looked at some YouTube videos and saw that they did not use the throttle at all. I've gotten all other arcade certificates/gachas but I'm stuck on this one

Years ago I used a cheat to get 99 of every item in the collection and went to the orphanage.
Having the After Burner capsule toy with you doesn't change anything, it will still be up to Ren.
It could be that there is an internal check if you actually won the toy by playing the game but I doubt it to the highest degree.
