Chai in the Chi You Men?

So in all of Chai's descriptions, whether they be on the old dojo site, the wiki's or anywhere else, it always says that he is a low ranking Chi You Men member. So that is what I have believed him to be all of these years. I've only ever played the English dub before the re-releases. This time I decided to play the original Japanese dub. In the scene where Chai tries to take the mirror in Warehouse #8 (Ryo & Guizhang stop him), he says "He'll finally be able to join the Chi You Men." So that means he's not a low ranking member? He's not even a member to begin with and he's just trying to join?

I was always under the impression that he was trying to get into the Chi You Men, but wasn't actually a member.

I always assumed he was a low ranking member because of his character description in various places. They say "low ranking Chi You Men member". The original Japanese dub says otherwise though.
