how to turn on debug mode of shenmue3？

Try Universal unlocker though i don't know what the commands are or if it will work with Shenmue .
Googling Unreal debug commands or something similar might help.

There is more games being added so check occasionally for updated releases on his download link.
There was a load of info for Unreal commands posted on a couple of Nexusmod pages in regards to The Outer World game.
Some was related to using unlockers and some to do with ini file tweaks.
A lot of it is the same for all Unreal games though not always.
