There are two different types of pinball games.

Top: Traditional top down pinball, with paddles/flaps and a lever.

Bottom: Forward facing pachinko like pinball.
 
It looks like the same machine, look even at the colors of the sign.
The one on the bottom doesn't look like it's vertical, look at the ground and the door, it's almost parallel to the ground.
 
One is clearly top down while the other is forward facing. Look at the left on the bottom image, you can see the entry way into the arcade is a drastically different angle than the top image. They are two different machines. One is vertical the other horizontal. One is angled pressed against the entry way wall and the other is angled beside it.
 
I still think it's the same machine.
Look at the one you think it's vertical, you can see the place it hits the wall (or from your perspective it should be the ceiling), unless the machine is 2 meters tall, it's impossible.
Also look at the colors and pattern of the sign, it's the same (you can even distinguish the S silhouette).
